Legislation is great, but one of the problems with being a liminal person (I love that; I'm going to have to read that theorist) is that the central persons don't always realise that the liminal persons exist. Being liminal means we have a certain sort of invisibility conferred on us. The solution, I think, is to force the central persons to see us, by making noise if we have to.
